Protecting a construction site from theft: measures for Berlin

Cable, tools and diesel usually disappear when nobody is on the site. Here you can read how to identify risks, close gaps and adapt protection to the construction schedule.

Protecting a construction site from theft: measures for Berlin

How do you protect a construction site from theft?

You protect a construction site from theft by fencing off the grounds, controlling access, locking away valuables and ensuring a presence outside working hours. No single measure is enough, only fence, lighting, patrols and, where appropriate, cameras together reduce the risk noticeably.

Copper cable, tools and diesel are easy to resell and almost impossible to trace after being stolen. Unsecured construction sites with predictable working hours are therefore the easiest targets. This is exactly when guarding outside working hours matters most.

In the first weeks after machinery or material is delivered, the risk is particularly high. The site is then publicly visible and not yet secured by routine. Theft is a criminal offence under § 242 StGB, but a report replaces neither the material nor the lost construction time. Those who plan ahead think of protection as part of property protection before the first shovel goes into the ground.

Where and when do thieves strike, and what belongs in the risk analysis?

The risk analysis clarifies which goods are located where and when on the construction site and how an offender would get there. It begins with a walk-through in daylight and a second one in the dark, because at night fences, access roads and storage areas often look quite different.

These points belong on the checklist:

  • Which materials and devices are particularly valuable and easy to carry away
  • Where fences have gaps, access roads stand open or neighbouring plots allow access
  • How well the site is lit at night and visible from the street
  • Who holds keys, access codes and access permissions outside working hours

Typical mistakes are material left outside over the weekend and keys that nobody collects after a trade has finished. Gates left open after a delivery also occur in practice.

Which measures work outside working hours?

Guards patrol when the site would otherwise be empty, that is at night, at weekends and during holidays. Patrol intervals are deliberately kept irregular so that no pattern emerges that offenders could adapt to. In construction site security, staff work with a permit under § 34a GewO, and at ESG they are IHK-certified employees.

When several subcontractors move across a site every day, an unauthorised vehicle easily goes unnoticed. A logged access point for vehicles and personnel closes this gap. A photo record of the entrance shows in a dispute who was on the site and when.

Cameras are a useful addition but are subject to the GDPR and the BDSG. This means a clearly stated purpose, signage, a limited storage period and an alignment that, where possible, captures only your own site.

Which mix of patrols, access control and technology suits your site depends on location and material. A free consultation clarifies this for your property.

How do you adapt protection to the construction schedule and what applies after a theft?

Security planning follows the construction schedule. It is tightened as soon as high-value material or machinery arrives, and relaxed as soon as it has been installed or removed. This keeps the effort economically sensible instead of staying unchanged at the same, often too high, level throughout the construction period.

For this, site management and the security service coordinate regularly and clarify which deliveries are due, which trades were last on site and where material is stored. A short coordination before the weekend is enough for the patrol plan to match the state of the site.

If a theft happens anyway, first secure the traces and photograph the damage before you tidy up. Then file a report with the police and notify your insurer of the damage. A guard's incident report helps to reconstruct times and sequences, and it shows where the planning needs to be improved.

If you want to secure your site, a first conversation is enough. A free consultation clarifies this for your site. This is not legal advice.
